Paul has been discussing the Israelites who, as a nation in the flesh has NOT been replaced by the Church… but now clarifies that not every circumcised (or biological) Jew is "of Israel" in the eternal sense. this basic truth is misunderstood by some while misrepresented by others in an effort to teach Replacement Theology. The everlasting covenant to Israel AND eternal promises to the Church are separate but also reserved only to true believers.
