Energy Imbalance Markets: A Regulator’s Perspective

Travis Kavulla, a state utility regulator from Montana, discusses his views on the emerging energy imbalance market (EIM) in the West, and explains why the lack of an EIM puts the region behind many other places in the world when it comes to dispatching electricity. Kavulla chairs a working group of regulators who are looking at issues related to an EIM. He will deliver keynote remarks at the upcoming Western Power Summit in Las Vegas on November 5.
