Isaiah 63:7-64:12 provides us with revelation of the future when Israel as a nation will offer up a prayer to our Heavenly Father asking for his forgiveness. It is very similar in nature to an earlier prophecy of Isaiah in which he provides us with what will be the national confession of Israel for the rejection of Yeshua as Messiah (Isaiah 53:1-9). A confession that will lead to the nation being saved in a day (Isaiah 66:7-9; Romans 11:26-27). The confession is being made by the future faithful remnant of Israel.
