Cut demand or cut supply? Rethinking climate policy

Should cutting greenhouse gas emissions target the consumption of fossil fuels or their extraction? A new BPEA paper argues the answer is a portfolio of policies, not an either/or choice. Because fossil fuels are traded globally, pricing both emissions and extraction can limit how much emissions "leak" to other countries, and the paper makes the case for public support of clean energy R&D to reduce emissions abroad.
