His new book, Goliath’s Curse, draws from over 300 case studies of collapsed civilizations. He argues that states collapse when captured by corrupt elites who seize control of private and community resources, leading to extreme political, economic and social inequality. Luke holds a PhD in international relations from the Australian National University. He advised the Australian Parliament in the ratification of the 2015 Paris Agreement on climate, and has led foresight studies for multiple international organizations, including the World Health Organization and the Convention on Biological Diversity.
